No, it's not as dumb as you are claiming it to be. If you have any degree of English proficiency, you can easily distinguish between the two words. It's only inconvenient for those inexperienced with the English language or those with a hearing impairment.

In Southern American English, the pin-pen merger is universal, which makes the words pin and pen the same. This applies to immigrant and emigrant.
