Back in 1998 they both wanted to organize the 2002 World Cup and presented separate rival bids, FIFA thought "well they arr rook same" and proposed them to do a joint bid if they really wanted to host it, after some controversy they reclutantly agreed to do it. even if they weren't on the best of diplomatic terms yet.
To organize that event they had to improve their diplomatic relationships, Korea had repeal the laws prohibiting all Japanese media, and they did but the Korean government at the time was afraid they were soon going to be overrun and pretty much culturally colonized by Japanese enterteiment so they invested a lot of money on financing their national media and pop culture to counter this, that's how we suddently got K-dramas, K-pop and the film industry from a conservative country whose past goverments would probably consider investing all that stuff frivoulous and unnecessary.
