To organize that event they had to improve their diplomatic relationships, Korea had repeal the laws prohibiting all Japanese media, and they did but the Korean government at the time was afraid they were soon going to be overrun and pretty much culturally colonized by Japanese enterteiment so they invested a lot of money on financing their national media and pop culture to counter this, that's how we suddently got K-dramas, K-pop and the film industry from a conservative country whose past goverments would probably consider investing all that stuff frivoulous and unnecessary.
