If was for the monarchy to come back in Portugal, yes they could claim the Portuguese throne. Although it's very unlikely for Brazil or Portugal to come back to a monarchy, it's already a cuck thing to have a monarchy in country that had it as tradition here in Brazil is even more.

There was a period in history where Dom Pedro 1 gave up his rights to became the Emperor of Brazil to his son Dom Pedro 2 and went to wage war for the Portuguese throne, but I studied this a long time ago that i don't recall how it end up.
