You can't make VPN's illegal if they're based im other countries and you connect to servers in other countries. A VPN can circumvent any kind of censorship so ultimately a government can never completely censor the internet.

Not possible. VPN's are used in a lot of businesses and universities so you can't make connecting to one illegal. Also there are ways to hide that you're using a VPN like socks proxies.
