Gaul was never a unified empire and there also wasn't really a "Gaulish" identity, even Vercingetorix's coalition was just a part of the Gaulish tribes
and Rome wasn't openly hostile towards all Gauls. Many tribes were their allies and over the centuries they became so culturally influenced by the Romans they started to see themselves as also Romans.
also anyone could become a Roman citizen through military service and it's much easier to just learn Latin and join a Legion than it is to win a war against the most powerful country in the world
