Its really not. The whole structure is half-assed on all ends and right now nothing is really keeping it together besides inertia.
Meanwhile its primarily active to show everyone how corrupt its institutions and politicians are, and how little of a shit it gives about public opinion.
This isn't really sustainable, leaving aside the issues of its utter failure to properly balance the interests of the different blocks within it.
