No, they were pseudo avars. Basically uluses fell apart and absorbed one another as they migrated and by the time they hit Europe they were clusterfucks of various cultures larping as some group that got its name appropriated at some point.
The Avar patch was also filled mostly with Slavs from the Ante migration.

Slavs came in as dispersed colonists into a semi-abandoned territory. Charlemagne and his successors absorbed a lot of Slavic tribes as vassals and awarded them some land even. I remember reading the ruling house of Mecklenburg even only married into Slavic aristocracy for almost 2 centuries after.
