I grew up in Jersey and now live in Philly, the only people who actually say sir are service workers who have to do it for their job (e.g. waiters). I guess this is part of why people who aren't from the northeast think we're rude.

Sir is just a respectful 2nd person masculine pronoun to use when youre not familiar with someone. If you need to catch a stranger's attention, you call him Sir, or her Ma'am
anything else and it comes off as confrontational or rude

Makes sense, since english doesn't have a "polite" form. It would sound way weirder to me to adress strangers casually like you do your friends.
