First you have to
1. Remember word lists. Just put your hand on the translation of a word list and start guessing all the words. Until you know all of them.
2. Learn how to make basic sentences.
3. Immersion (radio, games, tv, chat, whatever)

Learning is one thing, which can be done rapidly, but maintaining it is another. People who know a ton of languages are constantly practicing them in their heads. Like legit OCD style: In the shower, commuting, taking a shit, eating; they constantly hold conversations in their heads in different languages.
That's because maintaining fluency is just as important as learning it in the first place. Most people will lose a lot of even their native language's fluency if they stop using it. Of course, most people never stop using their native language long enough to realize that their constant practice is maintaining it.
That doesn't answer the question. There are few shortcuts for training your ear, which is necessary for conversations.
Learning vocab there are a ton of shortcuts. Just search for mnemonic techniques and languages.

Watch this video first on how language acquisition actually works. Then pirate the Assimil - Spanish with Ease Course off pirate bay, follow the instructions and try to establish a consistent study regime each day. A little bit even just 10 minutes is great, but it has to be done every day.
