Not really, it's more of an IQ thing. Anyone can learn english because it's not a terribly difficult language, compared to let's say Russian or German, and the cultural exposition to American media is global, so you're going to learn a few words and expressions from a very young age, and have a solid foundation to learn it. The other thirdies who don't learn it are because they're lazy or low IQ. We thirdies here are just average 100-120IQ who learned english through media, that's all. We're not upper class kids or anything, i know i'm definitely not.
