Japan never aimed to be a mass producer to rival America, they (re)built themselves from the ground up as a high-quality precision industry with a great international reputation like Germany. It also helps that they have a national culture and legal system that supports it. The Chinese legal and economic system makes industrial standardisation an absolute nightmare, hence why many companies are so reluctant to deal with them.
