You just had to ask user. There are two things that point towards the border of the clock, one larger than the other. The things they point are numbers, 12 (XII) being the one on top, then they start clockwise (going down from the right), usually in Roman numbers: I (1), II (2), III (3), IV or IIII (4), V (5), VI (6), VII (7), VIII (8), IX (9), X (10), XI (11) and last one, on top, XII (12).
The little pointer is the one who tells you the hour, and the big one the minutes. With the big one you have to substitute 12 for 0, 1 for 5, 2 for 10, 3 for 15, 4 for 20, 5 for 25, 6 for 30, 7 for 35, 8 for 40, 9 for 45, 10 for 50, 11 for 55 and 12 for 60 and you have an hour. As you can see each mark is five minutes, some clocks have smaller marks between them so you don't have to guess.
One you have the minutes you look at the little pointer to have the hour (the inverse order is also ok).
Now a practical case: Imagine the little pointer is between VI and VII and the big one in X.
We know is 6:50 because it is moving from VI to VII (If it were moving from V to VI it would be 5:50) therefore it is ten to seven.
There you have it, now one for you. Tell me what time is this clock giving.
