Reform the justice system and improve prisons. Institute manual labor in the prisons for example so they aren't just sitting around all day and build more prisons for a country of 200+mill they are full of overcrowded prisons.
In less violent areas focus on rehabilitation.

Decriminalize all drugs to take power away from the crime lords and help all the addicts.

Welcome favelas into the city formally by making it legal to build your home in the slums but have requirements that make it easier for the city to incorporate them to the grid etc.

Import some Brits,Americans,Chinese, and Australians who are proficient in skills that are lacking in Brazil and form schools for these licenced professionals to train and license locals.

Also do the same for other lacking industries

Make it easier for foreigners to become residents and get work permits.

Make the green economy work for the people by expanding solar panel connectivity and access as well as training to become a technician. Force land owners who do nothing with their land to sell it back to the government after so many years. Part of this plan would be to industrialize.

Ease protectionist trade policy but not like a neoliberal cuck but in a logical way so that average brs are not harmed by this.

I would genocide Brazil until no one is left. I would then hand the rainforest to the UN and rest of the land over to multinational corporations to use farmland to feed the world.
