New update added new provinces, and it messed up my save. I can't pass through those. Oh well, time to delete the save. Tbh also removing my Maltese mod. It's silly.
To be fair the blues are CDPs and aren't included, it's just the townships and the reds which are boroughs. I'm almost finished with all the boroughs, some of which have official flags.
All but one flag I've come across so far has had a seal, so it's not like Vermont where it's all silhouettes lol
