Wouldn't it be the same in a federal Europe? We started out very decentralized and centralized as time went on. When the US gained independence, every state had their own currency, military, trade policies, immigration policies, etc. Georgia and South Carolina almost declared war on each other so the federal government stepped in and seized more power, states no longer had control over their own trade and immigration policies and everybody used federal dollars. Skip 200 years and we are at the present
