In the US healthcare and services vary from state to state. I'm low IQ too but I have a friend who moved to California for example and was able to attend UCLA for free, because past a certain age the State of California pays your tuition

Yes, his business involves shipping and receiving goods. The trade war has made his business too expensive to run. He's had to let go of several employees just to not get into debt.
