The engineer in charge of the safety test was not Ukrainian. He ignored the protestations of the other reactor engineers, when he ignored safety protocols that lead to the disaster. He later wrote a book claiming it was the faulty design of the reactor as he cause, but it was a combination.
Go read up world-nuclear.org on the design faults of RMBK reactors. Note the design was subsequently changed post accident.
