Most countries that eat spicey food do it because otherwise it wouldnt be edible i.e. India

Spicing meat was a way to preserve the rotting flesh that poor equatorial countries had because they were too inept to keep high quality livestock. European countries had the best produce and technology so there was no need to disguise the taste of the harvest with spices. Thirdies became used to the taste of this and so that's why it has remained a part of their cuisine.

I was in Indian restaurant in Austria few years ago and ordered masala chicken and when he asked me how spicy I said the level Indians eat. He said it's very spicy but I ordered anyway. It was spicy but far from inedible. I'm not white though so probably I could handle it.
