I think it depends on how you go about it, and even then it's arguably "better".

If you have a country with an appealing quality of life that attracts valuable people, and you allow them to come and integrate then you could say that could improve your country. The caveat is that they bring their culture and politics with them, or in some cases they don't but they're more apt to listen to rabble rousers because they are cognizant that they're not part of the national majority.
