This only applies for kuwait since I know only about that but: Well they don't need to worry about money while studying. They also get big bonuses if they get a gpa over 3.5. The government has also many agreements with many unis all over the world, so many kuwaitis can study in MANY countries. They even reserve seats, I've heard of an instance where the ministry of higher education provided TEN seats for kuwaitis so no other students of other nationality can take them.

For the foreign students which was split between Chinese internationals, Indian/Pakistani internationals, Arab internationals and European internationals; Arab students were the ones that kept persisting for extra classes because they didn't understand the content.

And unlike most other international students they didn't have to juggle uni with part time work because their government payed for them.

Most (kuwaitis, can't tell about others) are dumb yes. They aren't used to working, it is not a surprise many end up studying in a kuwaiti uni. But there are some good students. I think number one reason why they fail is not only their laziness, but their english skills as they don't bother to learn good english. If a uni or entire country doesnt hve an agreement with kuwait, government will "only" give 600 euros to students (not including healthcare here but they also get that)
