Emigrating makes sense in one of three cases:

1) You're a sexually attractive young girl with no morals who wants to be a gold-digger or a prostitute somewhere in UAE

2) You're highly skilled professional with little to no attachment to the society (no friends, no family, no common culture, etc.) who is able to get a job offer in the West and earn four-five times higher abroad. This is especially true for scientists, especially those of Jewish descent. Doctors, lawyers and engineers have degrees that are not valuable on the West, and most of high IQ programmers are already employed by the Western companies and prefer to live here due to the higher purchasing power of their Western wages.

3) You're a corrupt official who stole several millions of dollars and now can afford an upper class lifestyle.

Other than those three cases, it's not worth it in the long run. Western culture is very alien from ours, it's almost as alien as Japanese and Arabic (therefore many of those from the groups listed above emigrate to Arabic and East Asian countries since cultural adjustment would be as hard as in the West).

About 60-80% of developers learned how to code by themselves, usually not even finishing an official course IRL
For designer and manager positions it's more strict
For system administration (like devops, SRE, etc) it's almost required to have a related diploma, but for devops you could probably pass without one if you have a few years of experience as a developer already

As a russian who lives in Germany i can tell you this.
The only reason to emigrate to Germany from Moscow if you're doing science or IT.
The living standards in Moscow and 99% of the Germany are exactly the same.
Maybe Munich is better but i lived there for a bit and it's boring as fuck, everyone is too slow there, it's like a big village (Bayern in general is slow).
Baden-Württemberg is alright for the most part, people are less posh here.

The US is only worth it if you live in the Bay Area or in the northern LA. Everything else in the US sucks and people are absolutely retarded outside California, i'd rather stay in Moscow than to live in some no-name shithole in the US where people go to church every weekend.

Then again not everyone lives in Moscow, personally i barely noticed any difference since i moved here.
