That is real capitulation. Nothing but its price has changed however. It dropped more than BTC on the ETF delay. Ethereum still remains the most used blockchain which is what matters. It has underperformed the most heavily recently. So long as it continues to be used the most it will come back hard.

it's dropped more because ICO's were done in ETH, so when those ICO's want to cash out to pay for expenses, they have to dump large amounts of ETH. there's more sell pressure than buying pressure.

I think at these prices it's not a bad buy. I'm not convinced that we've seen all of the downside yet though. We've lost about 80% since ATH, not sure how much more capitulative we can get. Fundamentals haven't changed, the project is still progressing, etcetera. When bear markets happen ETH gets hit the hardest due to ICO scams dumping.
