We cannot. Perhaps killing half of their population might help? But I don't think it will really fix the problem. There's just something about Indians that makes them weird, chaotic and filthy.

Compare the border towns of Jaigon (India) and Phuentsholing (Bhutan). These are adjoined, there's just a fence separating one big urban settlement. Indians and Bhutanese travel across the border constantly. The Indians can literally see Bhutanese people living on their side. The Bhutanese side is clean, orderly, there's no constant honking of car horns, people don't shout all the time, people don't try to sell you crap on every square inch of the street, cars stick to traffic rules, there's no trash everywhere; short and simple: it's calm and quiet. Yet the Indian side is pretty much the same as everywhere else in India. Why? They have an example of a well structured and functioning society right in front of their eyes. Yet the Indians keep their crappy society going.

Indian side being trashy shows that Indian population consumes (and as a result wastes) a lot more than the Bhutani side. Poor countries with pathetic consumption rates are usually pretty clean (look at likes of rwanda or pretty much any rural african landscape) because they do not produce so much waste to begin with. This is why despite appearing 'better' bhutan has worst social indicators than India, and if you were to remove BIMARU states, India is pretty much on par with thailand in terms of living standards.

India's only major issue is very poor waste disposal mechanism.
