If the lad who wanted the computer is still in, I asked on Jow Forums (very interesting, high quality board), and they said that yeah, cannibalising a work computer with an i7 is viable and cost-effective, but it's a squeeze to get a graphics card into the normal case of the model you were looking at, and probably wouldn't fit in the small form factor case.
Another thing is to look up the different models of work computer and search by model for deals on them. Dell, HP, Lenovo, Acer, and pletny of other big brands do work computers with i7s under names like Optiplex, Precision, Elitedesk, Pavilion, Thinkstation, Aspire, and others. No need to confine yourself to Optiplex, which seems to be an older model of i7.

It's hard to say. I didn't know English people said "gyppo" to describe travellers, even if they use "gypsie" to describe them which is incorrect but somewhat understandable due to similar lifestyle. I thought it was an Australian word.
