80% of people working as cops should not be working there. They're low intelligence, low inhibition highschool swine. Doesn't mean that there aren't fine officers with only a highschool diploma but theyre few and fine in between. A degree should be the minimum requirement to join. Physical fitness tests and disarming techinuqes/proficiency in practical martial arts is a must too.
What happens in practice is that the people possessing those skills that would make them great cops aren't gonna chase idiots and risk their life for a pittance. So you get what you pay for.

Because an aluminium bat is not a cuddle stick you dunce, it's a lethal weapon when you hit someone repeatedly over the head with it. Would you like to fight someone who has an aluminium bat using only a baton? The bat has the advantage of longer reach. Cops can and should not take the risk of fighting with batons in this situation because there is a chance of losing, and if they get knocked unconscious the criminal will be free to do whatever, including stealing their firearm and other equipment.
