one thing the Nazis kept in mind: the German people rebelled in WW1 in 1918 when the food ran out and the situation became too dire, in WW2 that didn't happen because the food from the occupied territories was brought to Germany and starvation in Germany didn't happen, at least not much

Germany tried to create loyalist puppe states during WW1 for example in Poland but it failed, Hitler always believed if they gave Ukrainians, Balts etc guns they would just end up using them against Germany when it was occupied elsewhere. And they probably would have.
