Countries as political entities don't have a strict tie to race, but a nation is an entity which is defined by a number of factors and race is necessarily one of those factors.

If you are just picking representatives for countries as political entities without regard to nation, then there's no point having country-based sub-competitions in the first place, because: 1) in a country without regard to nation there is no identifiable group to be "represented" 2) countries considered without regard to nation are not distinguishable from each other in terms of what types of people their people are.
