An American born with Irish ancestors will never be Irish ethnically. They grow up with other Americans, experience American cultural values, go to American schools, etc. but never will they do that with proper Irish people living in Ireland. At most you could call it American ethnicity with Irish influence. And yes, ethnicity does not equal genetics

That depends. Because both that little town and Ireland itself will develop itself further the more time goes by. What is Irish and what isn't will always be decided by the real irishmen living and working in Ireland, if you split off and start developing your own thing, eventually you'll also be something different, you won't be irish anymore. Your ancestors might've been, but you aren't.

That's a good point actually. I don't entirely know what tensions and connections there are between all the immigrant groups in America, but maybe it's more of a case of them being of Irish-American ethnicity then?
