Most likely not, but it's lumped with the rest of France and in France Paris pulls the average. Also if the data comes from speedtest, it's biased because the faster your connection is, the more likely you are to test it (mostly to brag, because that's a thing).

High buildings and hilly landscape will block even 5G signals, which is why a strong fiber backbone supplemented with wireless is the optimal solution. Neither can provide an equally functionin solution as the two can when used in symbiosis.

It's definitely true, you have no clue how large the USA is. It costs a lot of money to lay down cables and rural areas are typically substantially poorer than people who live in cities. ISPs just don't want to bother with servicing people who can't really afford to pay.
The red zones on the map tend to be more rural or unpopulated, although there are a few quirks. Ohio actually has quite a lot of people but none of its counties are blue. The two Dakotas have next to no people living in them, but both are light blue. California underperforms as well, considering that's where most of those big tech companies are headquartered. Washington state and Texas mostly have the rest, and their blue spots are about where I'd expect them to be.
