Cars here have to pass safety standards from the factory but afterwards they don't give a fuck what you do to them, hence that truck you see in the OP. That's why we don't have any Renault or Citroen here, they can't pass our safety standards

They pass when they come from the factory. After modified by the private owners they likely wouldn't. The government only makes the manufacturers design the vehicle to pass crash and safety standards from the factory. Once someone buys it and gets their hands on it they can make it as stupid and unsafe as they want in most states. The R34 didn't pass safety standards when it left the Nissan factory.
