Don't know about bullying, but when it comes to pickpockets the Chinese are deliberately targeted because:
1. They're rich people that come to Paris to spend A LOT of money. They all leave with suitcases filled with Louis Vuitton shit. As a consequence they tend to have a lot of money on them at all times.
2. They speak zero French and the French speak zero police, making it incredibly difficult for them to report this to the police.

This is why you know have a semi-permanent Chinese police presence in Paris. Not because "hurr durr Paris has gotten so bad they can't even patrol their own streets" but so Chinese victims of pickpocketing can report it in their own language. I think you have the same thing in Venice, another city visited by a lot of rich Chinese people (who are of course again deliberately targeted by pickpockets).
