A library may have a computer or two (the experience is horrendous however), They may have been gifted a smartphone from a relative, or saved up for a cheap Chinese one, purchased one through remittances, stolen one, etc. A basic smartphone here could be purchased for like $50USD.

But once you have it, internet data is cheaper than water. I can get a gig of data on my phone for like $1.50. That's how most people in Jamaica access the internet at least.
