It's pretty normal for humans to kill each other and most spree killers are not mentally ill in the legal sense. Even in the non-legal sense minor things like depression don't really count. Some people are just angry and take their anger out on others. In this specific case though, he was genuinely extremely mentally ill, he couldn't even function, look it up.
