French is used almost the same as English in international politics in some contexts. See the expositions in the Hague (they are televised) between random countries and you'll see what I mean.

Mandarin should definitely be above French. Mandarin is extremely hard for outsiders to learn, but it shouldn't be underestimated how many people speak it and how much stuff they do, and how relevant it will be in the future.
Arabic shouldn't be ranked 6th. What would the arab world be if it didn't have oil? Not much, is the answer. They have numbers of people but those people don't actually do anything constructive.

I think Russian's more powerful than Japanese because the former USSR is one of the few areas of the world that you'd struggle to get around only knowing English (outside of Moscow, St Petersburg and the Baltics). Japanese English proficiency is terrible but it's significantly better than the Russians.

Most people you will do business with in China speak English or another language anyway, there really no reason to learn Mandarin unless you plan on living in China.

Kind of, the size of the economy also comes into play though. For example, it's pretty much pointless to learn Swedish because virtually all Swedes know English. However, it'd still be more useful to know Swedish than Chewa, even though there are more Zambians than Swedes, because Sweden has a far larger economy and you're more likely to encounter them in working life.

The geographical spread of Mandarin is too small and the language is too hard, especially for westerners to learn. It also has almost no relevance in international organisations whatsoever. Even APEC and ASEAN use English as an official language. Using non-latin alphabet at this point is a burden, and having regional variants in Mandarin that are not mutually intelligible is just ridiculous.
