There is no reason why economic activity should be evenly distributed around a country. Japan and South Korea both have very densely packed metropolitan areas around their capital cities, and most of the wealth is in those areas.

Cornwall still being British isn't an excuse to ignore the fact that London is only 30% British, and that the wealth that was built up over centuries has just been given away to foreigners instead of younger generations of Brits.
