Not at all, most of main renovations here were done before joining the EU and even after it it's usually done without EU funds, it's simply too much hassle to apply for money, it's easier and faster to collect the money among the dwellers. But as I said, there are obligatory cooperatives/associations so you simply pay a renovation fee every month and you can't refuse.
