I'd argue that Japan is Xenophobous, not racist. They welcome tourists of all races and backgrounds, they just don't want them staying and using their services.

On the other hand, americans identify themselves first and foremost, not as americans, but as whites or blacks. In turn they feel guilty about being white instead of just dropping the racism and working as equals.

The reason is corruption, plain and simple. The country was destabilized after the civilwar, broken families went seeking asylum to the US, they found niggers and the US deported them to not feed them with taxes. New narco governments didn't give a shit about it and the problem grew, they further destabilized the region and even more are seeking asylum now. The US, instead of solving the corruption issues from root decides to "close" the borders spending even more tax money than they would pressuring the local governments to clean their shit up.
