Truth be told the reason Rwanda is clean is because they are very poor and do not produce as much waste as we do. In India rural villages in Bihar are actually quite clean but they are also extremely poor since people here do not produce too much waste as their poverty forces them to consume very little. In India the filthiest parts are almost always cities and fast growing towns which are starting to consume a lot and hence generating a lot of waste. We still generate much less waste than US, so poverty is not the reason we are filthy, it's bad waste segregation. China actually has a pretty decent waste removal mechanism which is why it is cleaner.

I'm rather familiar with the concept of states being their own culture and country and so on (we even have a state that has their own little countries, being city states-towns. Pic related)
However, if you look at mexico, Philippines, Russia, USA, etc. You notice that there is a common language shared by everyone.
Even in the congos, French became the defecto language to talk between tribes.

Its a very unique nation, there is no equivalent to India out there, its the only nation that is so diverse but still united by a strong entity which does not even need force to rule the land. The uniqueness of India means that its culture cannot be replicated elsewhere, which explains why Hinduism thrived and died so quickly outside its borders.
