Most decent people dont want legalized prostitution...whores hanging around on corners etc. But in reality its a bit like weed its illegal but police turn a blind eye. In Asia its technically illegal but every damn street has some kind of brothel...massage parlour etc.

It's a county decision that can be overridden by local municipalities, and only if the county has 700k or fewer residents (eg, Clark county which holds Las Vegas, and Washoe county which holds Reno can't even though they both wants to.) Nevada has 10 counties where it's legal, only 7 of which have open brothels. 7 counties have it banned outright (mostly because of the before mentioned census rules.)
