Those are pretty much made for tea only, warm milk works too. Some aren't as dry as Tula pryanik, the Tula one is like the traditional one but the ones that have fillings and are a little moister are just as popular, Tula have a special status in general. I've seen some pryannik in Italy (not in the east europe and russia markets), I think they are common at Lidl during Christmas times, perhaps Germans, Austrians and other East Europeans also have their varieties. Italy has panforte or panpepato I think.
