Yes, Afrikaans is literally a vernacular of Dutch, just like Scots is literally a vernacular of English. The word "language" doesn't really mean anything related to the validity of a tongue as it primordially just means something that is spoken. You have to understand that when we say Scots isn't a language we're really just saying that its existence doesn't need to be particularly recognised as a separate entity the same way Caribbean English or Irish English isn't recognised as separate either, even though they can be actually unintelligble with Received Pronunciation at times. Anyone who says otherwise is just a LARPer.
Any English speaker can understand Caribbean English but only Scots speakers can understand Scots.
