In raw numbers, the increase from 2014 to 2017 was over 3,000 murders. That's pretty bad. And there is no actual REASON for that, since surveillance/forensics/trauma medicine improve every year (which reduces murder rates 'ceteris paribus,' or all things being equal), and since the US median age is going up (older people commit fewer murders).

In other words, that increase represents a policy failure of some sort. Given our structural factors, the rate since 2014 should have FALLEN to 4.0 or so, not risen to 5.3.

Yes. The point is Congress wouldn't give them the money if they knew what it was going to be spent on. Congress decides on the budget. The budget is public as are all budget proposals. The CIA knew it was illegal and would be unpopular, that is why they did it in secret.

It's not that most cities suddenly started electing better politicians (including Giuliani) at the same, which would be a pretty weird coincidence; there were were national-level changes unrelated to crime politics.
