I would say during a summer day in Germany you easily get 400W electrical per m^2,
So given the first split AC I found on Mediamarkt that's 2 or 3m^2 for a 50m^2 room (4kW heat pumped for 1kW electrical).

For really hot days you could create some black surfaced container on a body of water. The sunshine warms up this surface that absorbs all the light and below the water vaporizes and goes through a dynamo of sorts and creates electricity. I wonder if this would work.

the state doesnt give out new land to build and all availble houses are already owned. A lot of houses stand empty because the prices continiue to rise and they are speculating. We are too crowded. and its very common nowadays to move all over germany for jobs, you usually dont stay in your home city anymore. somr cities want a solution for this f.e. berlin proposed to just expropriate all big corps owning empty buildings but thats not going thru.
