It's not an oracle. They are developing a private version of Ethereum with a special proof they call 'proof of authority' instead of PoW or PoS. So the oracle problem is still here to be solved.

Public chains will not disappear but the future is on private, regulated chains. Anyone can be a node or a oracle operator but you will need to register and accept the TOS of the big companies to be able to play.
We can already see they like the tech and are moving to a position of control, that being said, the old public chains will be abandoned because all the money and big support is going to propietary chains.
Just think about it, makes a lot of sense.
