Maybe it has to do with evolutionary psychology and what not. A tanned guy is someone who works and is a provider, while a pale girl shows that she will make a good stay at cave mom? I don't know. I think if you are drunk and think about it really hard, it may make sense.

from my high school biology class:
melanin production in the skin is controlled by several genes. your skin can range from absolute black to absolute white to everything in between.
Almost every population has variation in skin tone. There are really pale germans and some quite swarthy germans (see Mats Hummels).
Same thing happens with other races. That's why you can have really dark arabs and some quite white-ish arabs.
Also, keep in mind that "arab" is a very broad term. Berbers from Algeria aren't the same as "arabs" from Iraq, who aren't the same as arabs from the arabian peninsula. And remember that the arab caliphates and empires enslaved a TON of sub-saharan africans.
