Romania signed a pact (three actually), in order to adhere to EU & NATO, that it will renounce any claims in the east.
The first one, in the late 90s, with the Ukrainians & Russians.
The second & third one concerning adhering to the EU & NATO and requirements (no land claims and active confrontation) for entering.
