It makes sense to me. People who have to endure highly variable seasons must gather food for the winter and that requires planning ahead which requires intelligence. And not only food, clothes and shelter need to be spot on as well. Tropical areas are favorable for r-selective types of humans since they have food available year-round, so having lots of babies and investing less to offspring is the way to go. That doesn't apply to K-selective types of humans because they have to teach their offspring about the environment and therefore invest more.

No you wont as long as you keep hydrated, not in just a few hours. People die in these climates from exhaustion and dehydration, attempting to travel in it with no supplies. With cooling systems, an ice chest of water, and an umbrella, you could remain in this environment for a long time. This isn't the case in sub-zero temperatures.
Also Tibetan IQ is still 92, higher than much of the world. Almost all of Africa, India etc in the grand scheme of things, they're pretty up there IQ-wise
