Google search says it is Mexico, since a bunch of Mexican newspaper articles talking about poverty used the pic at the end of 2017 onwards, but I can't find the source.
It really does look like the Peruvian slums, though. Search them on google.

In Mexico, criminal legislation is shared between the federal and state governments.
