Yeah that's usually what happens, a lot of people that go to Japan never really learn the language or try to put in the effort to make Japanese friends resulting in them only speaking with other foreigners. It's a thing that happens anywhere really when you get people that can relate more with each other than the locals, not a lot of people are motivated enough to learn a new language sadly
