Consider how much of a shit hole you have to be used frequently a safe haven by people who killed other people merely because they were politicians who didn't support independentism. And these things happen because they have their own independentists who sympathize with these movements and would parrot their bullshit, ie. they would say that Spain was legally unfair with the poor, poor ETA terrorists and maybe they could even be tortured here, so extraditing them would be bad. So the poor ETA terrorist wouldn't be extradited. Some of them probably still live there.
